PRESIDENT’S MESSAGE

THOUGHTS OF THE PRESIDENT Debbie Schwytzer

As the summer season and its myriad of warm weather and water activities winds to an end, many of us will begin to focus on the beginning of school, fall sports and all of the holidays in the next four months. In all of this shifting of focus, I hope that we remember to take care of ourselves mentally, physically and professionally. Most of us have recently renewed our nursing licenses but now is not the time to take a break. Take this opportunity to start to plan ahead for your next continuing education requirements. Start looking for programs that are of interest to you personal and professional growth. The National Meeting in September is an excellent place to acquire knowledge of the latest in emergency care. ENA’s Injury Prevention Institute will be offering injury prevention programs on-line in the months of October and November which can easily be accessed on the Internet and many of the local chapter and area hospitals will be offering programs to enhance your knowledge base.

For those of you who have taken or are planning to take the TNCC, a new version has been developed and will be rolled out in the next 6 months as the current instructors are re-verified. This course has been updated to include the changes that have occurred in trauma care over the last several years and will certainly be of benefit to trauma care across the state. Watch for when the new course is offered in your area.

And finally I wish to thank all of the current officers and active members of the local chapters. OSCENA like many professional organizations who depend on volunteerism is undergoing some strain. The inactivity of most of the approximately 1100 members in the state of Ohio is allowing the few active members to dictate the focus of this organization. Help your chapter to fight inactivity. Become involved and make your voice and concerns about emergency nursing practice of all types and all levels be known. Most chapters will be electing officers in the coming months. Attend your chapter meeting and become involved. Let your voice be heard.

Again, thank you for your practice and provision of excellent emergency care throughout the state of Ohio. Let’s keep up our quality practice and continue to focus on making Ohio one of the leaders in the provision of emergency nursing care.

Debbie welcomed everyone and had them introduce themselves. 6 chapters were represented.

Approval of Minutes – Motion made and seconded with one correction. Motion passed.

Treasurer’s Report – Connie reported on totals in our accounts. She also reported on a letter from the IRS – that all Chapters have to have EIN # and be under our umbrella and file a 990 form if they make over $25,000/year. Connie starting to get information together and have chapters working out of Key Bank. We would like to have this done by the end of the year. She reviewed how all chapters who are Not-for profit must be under 501(c)(3) in order to be included under the National umbrella for liability insurance. Also in order for National to reimburse the Chapters for TNCC and membership they have to be under 501(c)(3) – not 501(c)(6) with the IRS.

 

Announcements and Chapter Reports

Greater Akron Area – Dee Hart – next meeting September 20 at Children’s Hospital of Akron, holding a CEN review October 16-17.

 

Cleveland – Carol Klekota – meet September 12 with elections. She is TNCC director and reviewed the courses for the rest of the year in Cleveland.

 

Greater Miami Valley – Connie - will disband the chapter at the end of the year.

 

Lakeshore – NR

 

Southern Ohio – NR

 

Central Ohio – Deb Zang – summer off no meetings, dinner in October for Emergency Nurses Week, TNCC course and ENPC course scheduled.

 

Greater Cincinnati – Gordon Gillespie - annual luncheon October 9 in Hamilton County – Thursday December 13, Research date at Dave and Busters with posters, will be peer reviewed and everyone is invited to participate. Elections completed and reports to OSC.

Eastern Ohio – Ben Melnykovich - getting ready to elect officers, October 17 having an awards dinner and speaker for a ‘night out’ – one TNCC a month with push for non ED nurses to take the course.

 

LIAISON REPORTS

 

ACEP (Ohio Chapter American College of Emergency Physicians) – Debbie – no notice of the meetings.

 

EMS Board (Emergency Medical Services) – Vickie – Triage Trauma see written report. Thanks to Nancie for helping to revise some of the Triage Education statements. Seatbelt fines are declining – so funds for EMS grants are declining. Nancie suggested we have someone on the Chem pack group. She will try to attend that meeting.

 

State Trauma Committee – Nancie – State Trauma Coordinator position vacant since Mike left. Slow pace now. OSTNC wrote a letter to the Governor to try and get that position filled. State Trauma EMS legislation - outlined how much education EMS providers had to have and especially for Trauma Triage based on the trauma triage system in Ohio. Nancie reviewed this.

 

ONA (Ohio Nurses Association) – Debbie Schwytzer – Biennial meeting October 12 and 13, discussing how ONA will play a part in giving mass vaccinations.

 

OSTNC (Ohio State Trauma Nurse Coordinators) – Nancie – Sent a letter of support to have the State Trauma Coordinator position filled. Looking at incorporating as a 501(c)(3), creating a website specific for themselves.

 

IAFN (International Association of Forensic Nurses) – Deb Zang – rewriting SANE training manual. State Chapter having a November 12 conference in Columbus with national speakers.

 

OMRC (Ohio Medical Reserve Corp) – Nancie Bechtel – giving guidance to County RC groups - ERSA-VHP – group that will help with credentialing of health care providers outside of institutions and is working on details.

 

EMS-C (Emergency Medical Services-Children) – Gordon Gillespie – day care providers need education – reviewed how to provide the classes to enlarge group of people who have education for pediatric emergencies. Getting together another group who consults hospitals in being prepared for pediatric mass casualties – All children’s hospitals in OH are represented on this committee except the two in Toledo. Gordon trying to get all the hospitals represented.

 

COMMITTEE REPORTS

 

Trauma – Connie/Dee – reviewed that there is a meeting following this meeting to complete plans for statewide rollout of TNCC

Instructor update, Please send copy of ENPC course results to Connie.

 

Education – Debbie – Annual symposium – Plans underway for a date in April or May – maybe do a large group TNCC update if needed. Maybe a CEN review.

 

Government Affairs – Nicole/Liz – April 2, 2008 next Nurses Day at the State House – we will be a sponsor.

 

HB 164 – ONA Wanted ENA to testify – this bill concerns setting up public centers attached to ED’s which would allow people to be triaged directly there for their immediate needs and then be accepted for their continued health care especially for non-insured etc. – Jan Laniere wanted us to talk about what patients go through in triage. We were represented and testified with information about how triage is done and what is involved.

 

Membership/Delegate – Marie Garrison – reported that at the end of July we had 1098 members and the number of delegates is based on this. Marie has 11 delegates and the President to National General Assembly.

 

Communication – Dee/Gordon – September 7 deadline for next newsletter, we will do the next copy in November as hard copy.

 

Injury Prevention Institute – Dixie – Injury prevention Instructor course – new instructor courses being set up for the new revised courses.

 

Nursing Practice – Diana Guest - NR

 

Finance – Connie – See treasurer’s report

 

Bylaws – Debbie – We are in the process of rewriting a draft to coordinate with National’s and what they say we need to include, we need to complete so that we can get our Incorporation finished by end of the year. Will be prepared to vote at the November meeting.

 

UNFINISHED BUSINESS

 

Scholarships – We were offering to use unused funds from last symposium for three scholarships to National as early registration – no one applied.

 

Banking – Deadline December 1 – all chapters have to be converted to Key Bank – with their EIN#, so that OSC can access reports because Federal government will be asking for reports. All groups associated with National who is a 501(c)(3) have to also be 501(c)(3) (as do all chapters) so that we can accept funds from them. Liability Insurance covers us if Chapter is a 501(c)(3).

 

State Council Logo – propose one logo that goes with National, or develop own and still has to be approved by National. More details coming.

Debbie reviewed the General Assembly Bylaw changes and Resolutions that will be addressed at National. Discussion ensued.

 

Restaurant – for state get together in Utah - Sette Bello Pizzaria Napoletana – will reserve private room, it is 1 block south from

the Conference Center – alcohol will be by separate check – free appetizer, Thursday September 27 @ 6:30 p.m.

Also open to the public is the Mormon Tabernacle Choir practice that we can listen to. 8-9:30 p.m.

 

At National CEN Breakfast Debby Clensey is receiving a CEN award. She is from Mount Carmel West and was nominated by Nicole and James.

Update on EMS Board activity – August 24, 2007

 

The State trauma triage rules are being placed into a format for EMS providers to utilize as an independent web based on –line format for their mandatory CE credit, this program has been approved by the Board and will be available on the website for educational use. The next step will be to develop the ability for the EMS Providers to utilize this for their 2 hours of trauma triage education.

 

The trauma committee has been asked to move forward to develop a 2-day retreat to review and score the "national model trauma system document" for final use and they will be planning this for the fall of 2007, or early 2008. They have been approved to work with other agencies, such as OHA, OSTNL and COT for funding. If other organization would be willing to support this effort, they may contact the Chairs for the trauma committee, Dr. John Crow, or Kathy Haley.

 

The medical oversight committee has developed and the Board approved the guidelines and protocol for C-PAP use. They will also be distributing the revised adult guidelines that reflect the amended scope of practice along with the CPAP algorithm. The newly passed CPAP protocol for EMT Basics and EMT-Intermediates would be announced to the EMS community by including it on the EMS website, publishing in The Siren newsletter, and having the Board members share the amendment of the scope of practice with their professional affiliations. If anyone is interested in this it can be accessed on the website.

 

At the October meeting of the Board there will be an open forum for anyone to attend to discuss and give input about the distribution of grant money. With the decrease in funding the Board is seeking innovative ways to meet the needs of EMS and trauma with the funding available.

 

The protocol for pre-hospital Chem pack is now on-line and the committee is beginning the development of the hospital protocol and education. Volunteers are welcome.

 

The Ohio ACEP is going to convene a group of stakeholders to look at the development and possible certification for medical tactical teams in Ohio. Currently there is not standard approach. The Board plans to work closely with these groups.

Ohio EMS for Children Report

 

The Ohio EMSC Committee met on 07/17/2007 at the Ohio Department of Public Safety offices.

 

First Aid Handbook for Child Day Care Personnel, v. 1999, needs updated. The course can be taught by MDs, RNs, and EMS Instructors. PDF copies of the provider manuals can be obtained free at http://www.ems.ohio.gov/EMSC%20web%20site_11_04/FirstAidChildCarePersonel.html.

 

Copies of the provider manuals already bound can also be obtained free from Robert Stack at the EMSC office, 800-233-0785, as long as the per person course fee for participants is $15.00 or less. Day care workers are required to take this course on an annual basis.

 

It has been difficult to get data on public EMS providers and their equipment. Private EMS providers are much easier since they are inspected annually by the Ohio Medical Transportation Board. The American College of Emergency Physicians (ACEP) also has guidelines for EMS equipment. The EMS statistician will run a query to see what equipment and frequency of usage that is being documented on the state registry to get an idea for this measure.

 

The American Academy of Pediatrics (AAP) and ACEP developed guidelines for their emergency preparedness kit. Their kit can be found at http://host.acep.org.tmp3.secure-xp.net/aapacep/.

 

The EMSC committee may be able to use these criteria for developing the state’s pediatric designations for general EDs rather than developing our own criteria. This will be discussed in more detail at the September meeting.

 

One of the state objectives as a chapter for EMSC is developing interfacility guidelines and transfer agreements. Since the passage of the state trauma bill, trauma guidelines and transfer agreements are already in place. At a future date, the committee will look into medical guidelines and transfer agreements for children with medical diagnoses.

 

Representation to the EMSC from different state organizations is increasing. In addition, all but the Toledo children’s hospitals are represented on the committee. Anyone interested in representing Toledo Children’s Hospital or Mercy Children’s Hospital in

 

Toledo should contact Mr. Stack at 800-233-0785.

 

The free mannequins should be distributed soon. Any mannequins left over will most likely be given to facilities after they obtain the pediatric ED designation once it is developed. The application deadline to submit for one of the 100 mannequins that are left should contact Mr. Stack for the grant application. The cutoff date for the applications was not determined at the time of the meeting.

Applications are currently being accepted for the Ohio State Council ENA CEN grant. Deadline for the next reimbursement is October 31, 2007. Please note reimbursement is done after documentation of the certification is received. See the web site for details.
